Located within the rolling hills of Northumberland County and bordered by Lake Ontario in the South and Rice Lake in the North, the Township of Alnwick/Haldimand is seeking a Full Time Building and Planning Assistant/Receptionist.

Building and Planning Assistant/Receptionist– Permanent, Full Time

Reporting to the Chief Building Official/By-Law Officer, the Building and Planning Assistant/Receptionist is responsible for assisting the Chief Building Official and Municipal Planner with various administrative functions. This includes the following:

  • Schedule site, building inspections, and appointments for the Building Department;
  • Receive and schedule appointments for the Municipal Planner in their absence;Receive building, sign, and pool permit applications and ensure documentation of each permit is complete before the Chief Building Official’s review;
  • Process financial transactions and other documentation related to various functions within the Building and Planning departments including monies received from permits, development applications, zoning inquiries, balance and deposits, invoice coding, development charges, and other sources;
  • Assist with the maintenance of both physical and electronic Building and Planning departments files;
  • Prepare reports and resolutions for the Chief Building Official and Municipal Planner to present to Council; 
  • Receive and respond promptly to all incoming inquiries for information and/or redirects callers to the appropriate source;
  • Greet all visitors to the building in a professional manner and notifies the appropriate individual of their arrival;
  • Maintain all records and files in a confidential and organized manner;
  • Purchase office supplies for the Grafton Municipal Office.

Preference will be given to candidates who possess the following:

  • College diploma in business administration, or another related field.
  • Minimum two (2) to three (3) years experience in the field of Building and/or Planning, preferably in a municipal environment; 
  • Strong technical experience with Microsoft Excel, Word, and PowerPoint;
  • Strong communication skills, both written and verbal;
  • Able to identify and resolve issues in a timely manner;
  • Knowledge of applicable legislation including, but not limited to, the Ontario Building Code, Ontario Planning Act, and municipal zoning by-laws;
  • Must be able to work well both independently and collaboratively as a team;
  • Strong attention to detail, with excellent spelling, grammar and proofreading skills.

Compensation:

The existing 2017 Salary Grid range is $48,062.00-$56,224.00, as well as a competitive benefit package.

Municipal Planner – Permanent, Full Time

Reporting to the Chief Administrative Officer/Clerk, the Municipal Planner is responsible for providing professional planning advice to property developers, other members of the Public, and Council. Reporting to the Chief Administrative Officer/Clerk, this position is also responsible for reviewing and processing all types of land use and development applications. This includes, but is not limited to, the following:

  • Prepare and circulate applications/notices for Subdivision, Official Plan, Consent, Minor Variances, and Zoning By-Law amendments;
  • Review applications for site plan approval, formulate conditions of approval, and administer completion of subdivision agreements; 
  • Responsible for all correspondence regarding severance decisions and notification of lines for completion of conditions;
  • Reviews all conditions of severance prior to the stamping of the deeds for the creations of the new parcels to transfer to the Registry Office;
  • Responsible for the mapping of all severances, re-zonings, road closings and minor variances in the Geographical Information System (GIS) of the Municipality and for preparing aerial photographs for review by the committees in considering planning applications;
  • Attends monthly Committee of Adjustment (COA) meetings and acts as liaison with the Committee;
  • Coordinates with applicants and public on behalf of the Township of Alnwick/Haldimand including coordinating pre-consultation meetings with applicants regarding the COA applications;
  • Handles all of the processing of applications to the Committee of Adjustment regarding variances, severances, and other Planning applications and processes.

Preference will be given to candidates who possess the following:

  • Possesses a post-secondary education, Bachelor Degree (preferred) or College Diploma, in Urban Planning, or similar related field of study;
  • A membership or eligibility for membership in the Ontario Professional Planner Institute (OPPI) and Canadian Institute of Planners (CIP) or equivalent;
  • A minimum of two (2) to three (3) years progressive experience in the Planning field, preferably in a municipal setting;
  • Knowledge of the planning field, including technical knowledge in the analysis of land use, policy and development planning;
  • Knowledge of applicable legislation including, but not limited to, the Municipal Act, and the Planning Act;
  • Proficient in the use of Microsoft Word, Access, and Excel, as well as GIS software;
  • Demonstrated communication, interpersonal, organizational, public relations and conflict resolution skills.

Parks and Recreation Operator– Temporary, Part Time

Reporting to the Parks and Recreation Foreman and Manager, the Parks and Recreation Operator is involved in numerous diverse job tasks that ensure the efficient day-to-day operations of the Haldimand Memorial Arena. This includes the following:

  • Operate equipment including, but not limited to, ice making, ice maintenance, janitorial, and building maintenance;
  • Performs duties including but not limited to assisting in the installation and removing of ice, flooding, ice painting, shaving, edging and building;
  • Performs building maintenance and janitorial duties for all designated facilities;
  • Responds and proactively addresses customer service issues in a courteous and efficient manner;
  • Identify hazards and take corrective measures. Inform the Parks and Recreation Foreperson of potentially dangerous situations, unmaintained areas, incidences or occurrences that would affect the safety of the staff or general public;
  • Performs set-up and tear downs for special events in Township facilities. These facilities may include the arenas, recreation centres and other facilities in support of special events.

Preference will be given to candidates who possess the following:

  • Completion of Grade 12 education (OSSD or equivalent);
  • Minimum one (1) year Parks and Recreation experience, preferably in a municipal setting;
  • Minimum valid Class G driver’s license with a clean driving record;
  • Knowledge of provincial legislation pertaining to the operation of facilities; including but not limited to the Occupational Health and Safety Act, and the Technical Safety Standards Association (TSSA);
  • Basic Refrigeration Certificate is an asset;
  • Current CPR, First Aid, and AED training;
  • Worker Health and Safety in Five Steps and WHMIS Certificates.

Compensation:


The existing 2018 wage for this position is $18.34.
